Define each decision and its owner
Replace ‘send security documents’ with ‘security reviewer confirms whether the documented access model meets the pilot scope.’ Replace ‘hold demo’ with ‘technical lead agrees the POC workload.’ These statements reveal the owner, evidence, and condition for progress.

On day 8, the controller reviews correctness results. On day 10, the buying group decides whether to stop, request a single extension, or begin implementation planning. Each decision has a buyer owner and a seller owner; no row says merely ‘follow up.’

- Record a changed date only when the dependency or owner actually changes.
- Keep assumptions in a separate column from confirmed facts.
- Add the source or artifact that will resolve the decision.
- Close completed rows with the decision and evidence location.
